Hey guys, 700 years ain´t that much when you take into account that the life expectancy was pretty short then, which means you had to explain how to build that shit every other day to some new guys. Besides that (correct me if I´m wrong) europe was suffering from multiple wars (100 years war, 30 years war and so on ..) and some mean badass things like the black plague. And then there might have been a fair share of red tape going on with several parties having several goals in mind.

You're looking for excuses mein freund
It took "only" 107 years to build Notre Dame de Paris .... less red tape I guess
But it's true it was completed before the start of the 100 years war.
